Sumario:Small and medium-sized enterprises (SMEs) are the main engine of the economy in the various Member States of the European Union. However, their access to the public procurement market is hampered by many factors, including the large size of the contracts and the requirement for disproportionate selection criteria. This paper sets out the main measures adopted by the European Directives on public procurement to encourage the participation of these companies in public tenders. In particular, we will focus our attention on the division of the contract into lots and the limitations established in relation to the solvency to be proved by the economic operators.
