After exploring the relationship between rural and urban land, the particularities of rurality, its legal categories and the existing tensions between local, departmental and national authorities in charge of regulating rural land, this paper studies a case involving the environment, rural land and the right to decent housing. From the results of the case study, some alternative legal approaches are proposed for a more efficient use of the Colombian rural land. Este artículo analiza el régimen jurídico del suelo rural en Colombia, haciendo algunas menciones al caso español, teniendo en cuenta la importancia de esta tipología de suelo para el ordenamiento territorial y para desarrollo económico del país. Se expone en primer lugar un panorama de la relación entre suelo rural y urbano, algunas particularidades de la ruralidad y el fenómeno del suelo rural en el marco de la disciplina urbanística, sus categorías jurídicas, las problemáticas y tensiones entre el nivel territorial y el nivel nacional en materia de ordenación de esta tipología de suelo. Luego, se realiza un análisis de caso relacionado con el suelo rural, el medio ambiente y el derecho a una vivienda digna, que permite plantear algunas alternativas jurídicas para alcanzar la eficiencia en el uso del suelo rural.
