Sumario:In political and administrative decentralized states, such as the Colombian and Spanish, distribution of functions in territorial management, urbanism and area distribution of functions become very important in the balance of interests. Generally, each of the political-administrative levels represents a different interest in order to create a social space in which individuals have not only a physical space, but the conditions for exercising their rights as citizens of a state and residents of a given territory. However, the distribution of functions can be a serious difficulty for the logical and structured development of public policies in urban planning or on any other subject. This way we get into another perspective on the same subject. It is not a simple distribution of functions but a public policy, as the city plays a key role because the environment in which the man lives does not fixates their existence but may influence them, so the development of the subject and the considerations related must seek for a vision global and local, in which are framed all possibilities of action.
