It outlines the gradual introduction of changes to the referred legal system, by the constitutional and administrative jurisprudence, many of them, discordant with the constitutional foundations of public services or utilities, especially of the so-called “economic Constitution”.  Detrás del objeto de este artículo: “el régimen jurídico de las empresas de servicios públicos mixtas” está un análisis sobre la homogeneidad del régimen de los servicios públicos domiciliarios con sus bases constitucionales, así como una reflexión sobre las transformaciones del derecho administrativo contemporáneo. En él se expone la paulatina introducción de cambios al régimen jurídico aludido, por parte de la jurisprudencia constitucional y de lo contencioso-administrativo; muchos de ellos, desacordes con la fundamentación constitucional de los servicios públicos, en especial de la conocida como “Constitución económica”.
