The need stems from the fact that education serves in each country to make the exercise of intellectual freedom possible through research, to render an outstanding service to society by professional training or the creation of a critical intelligence. Education also serves as a factor of equity by giving access to a quality service and extending-by knowledge and reflection-environments favoring the strengthening of ¿modern citizenship¿ and democracy.
