Proposal for Implementation of an Environmental Management System, articulated with “SIGME” Ministry of Mines and Energy
description This research presents a proposal for the implementation of an environmental management system in the Ministry of Mines and Energy, based on the fulfillment of the requirements established in the standard ISO 14001:2015. The research process is framed within the concepts of systemic thinking, environmental management and the integration of management systems. For the preparation of the proposal, it was necessary, firstly, to carry out an initial environmental review, under the parameters of GTC 93, secondly, with the results obtained from the environmental review, the gaps were established between what the standard calls for and what the entity currently has, so that in the last place a proposal that fits the context of the Ministry of Mines and Energy could be constructed. This proposal has a scope to the activities that are developed in the administrative area, such as the maintenance, cleaning, management of the car park and above all the office activities that generate consumption of energy and water, and that in turn produce waste.

Este proyecto de investigación presenta una propuesta para la implementación de un sistema de gestión ambiental en el Ministerio de Minas y Energía basado en el cumplimiento de los requisitos establecidos en la norma ISO 14001:2015. El proceso investigativo se enmarca dentro de los conceptos del pensamiento sistémico, la gestión ambiental y la integración de los sistemas de gestión. Para la elaboración de la propuesta fue necesario, en primer lugar, efectuar  una revisión ambiental inicial, bajo los parámetros de la GTC 93, en segundo lugar, con los resultados obtenidos de la revisión ambiental, se establecieron las brechas entre lo que pide la norma y lo que actualmente tiene la entidad, para que en último lugar se pudiera construir una propuesta que se ajuste al contexto del Ministerio de Minas y Energía. Esta propuesta tiene un alcance a las actividades que se desarrollan en el ámbito administrativo, tales como el mantenimiento, aseo, gestión del parque automotor y sobre todo, las actividades de oficina que generan consumos de energía y agua, y que a su vez, producen residuos. Este projeto de pesquisa apresenta uma proposta para a implementação de um sistema de gestão ambiental no Ministério de Minas e Energia, com base no cumprimento dos requisitos estabelecidos na norma ISO 14001:2015. O processo de pesquisa se enquadra dentro dos conceitos do pensamento sistêmico, a gestão ambiental e a integração dos sistemas de gestão. Para a elaboração da proposta foi necessário, antes de tudo, fazer uma revisão ambiental inicial, sob os parâmetros da GTC 93, em segundo lugar, com os resultados obtidos da revisão ambiental, estabeleceu-se as lacunas entre o que pede a norma e o que atualmente possui a entidade, para então, elaborar uma proposta que se encaixe no contexto do Ministério de Minas e Energia.
