From the press analysis of different chapters of the Development Plan, it came to the conclusion that the initiative of this government proposal is linked to decreased risk producing psychoactive substances in order to improve the quality of life street dwellers. Este artículo presenta un análisis crítico de la gestión y planificación de los centros de atención móvil para drogodependientes (CAMAD), partiendo de la revisión del Plan de Desarrollo de Bogotá Humana 2012 – 2016, y teniendo en cuenta la política pública para la atención y prevención del consumo y la vinculación a la oferta de sustancias psicoactivas en Bogotá D.C. A partir del análisis de prensa y de los diferentes capítulos del Plan de Desarrollo, se llegó a concluir que la iniciativa de esta propuesta de Gobierno está ligada a la disminución del riesgo que producen las sustancias psicoactivas con la finalidad de mejorar la calidad de vida de los habitantes de calle. Cet article présente une analyse critique de la gestion et de la planification des centres mobiles de soins pour toxicomanes (CAMAD), basée sur la révision du Plan de développement humain de Bogota 2012-2016, et tenant compte de la politique publique de soins et de prévention de la consommation et du lien avec l'approvisionnement en substances psychoactives à Bogota D.C. L'analyse de la presse et des différents chapitres du plan de développement a permis de conclure que l'initiative de cette proposition du gouvernement est liée à la réduction du risque produit par les substances psychoactives dans le but d'améliorer la qualité de vie des habitants des rues. Este artigo apresenta uma análise crítica da gestão e planeamento dos centros móveis de cuidados para toxicodependentes (CAMAD), com base na revisão do Plano de Desenvolvimento Humano de Bogotá 2012-2016, e tendo em conta a política pública de cuidados e prevenção do consumo e a ligação ao fornecimento de substâncias psicoativas em Bogotá D.C.
