However, the majority sectors of the population are excluded to access and develop in this culture, expanding the so-called digital gap or as an expression of social inequality. In this article, reviews the University College as an institution that is a partner and is interested in technology business operations, i.e., a stakeholderor conglomerate with social responsibility influence decisions for the existence and development of access to (ICT), since in the Americas region should aim to include communities considered vulnerable - such as Ciudad Bolivar in Bogotá- Colombia - in the knowledge society, so that the democratically articulate from technology to academic life, productive, and cultural. La globalización, como fenómeno contemporáneo de extraordinario desarrollo de las tecnologías de la información y la comunicación (TIC), ha implicado cambios culturales significativos ligados a la llamada “culturainformática”. Sin embargo, los sectores mayoritarios de la población son excluidos para acceder y desarrollarse en esta cultura, ampliándose la denominada brecha digital, como una expresión más de la desigualdad social.
