In the present, a descriptive study, which are the monetary measures taken by the Federal Reserve of the United States, the repercussion of these in the whole world, the Colombian case is studied, what were the possible measures and In the long term, taken by the Colombian Central Bank and the Colombian State, they are compared with those that a central bank in theory should have taken and the effectiveness of these is analyzed in the eventuality of the facts. Raised this from the condition established by Arias (1999) that states that the population "is the set of elements with common characteristics that are subject to analysis and for which the conclusions of the investigation will be valid." This research is descriptive, which consists according to Tamayo and Tamayo in their book Scientific Research Process, descriptive research “includes the description, registration, analysis and interpretation of the current nature, the composition or process of phenomena. The focus is on dominant conclusions or group of people, group or things, is conducted or works in the present ”. According to Sabino (1986) “descriptive research works on facts of fact, and its fundamental characteristic is to present a correct interpretation. For descriptive research, its primary concern lies in discovering some fundamental characteristics of homogeneous sets of phenomena, using systematic criteria that reveal its structure or behavior. In this way you can get the notes that characterize the reality studied ” Sources of information collection are secondary, which are concentrated circular, newsletters, measures, etc. of the last five years, taking into account the definition established by Tamayo (1999) as the operational expression of the research design and specifying specifically as The research was done, likewise Bizquera (1990) defines the techniques as those technical means that are used to record observations and facilitate the treatment of them. It can be said that the effectiveness of central bank measures can be effective in the very short term (less than a month), given the eventual impact of the Fed's policy. The factors that can make a good exchange policy a good tool are not fully effective in time, space and intensity, this leaves the Central Bank in a dilemma of whether or not to intervene, it is expected and recommended that although this policy does not they can be quantifiable in an exact or even effective way, the intervention is carried out. The foreign exchange policy must be long-term and not eventual, the anti-cyclical and / or counter-cyclical measures, as in this case foreseeing possible changes in the US monetary policy, have allowed for a less intrusive eventual exchange policy, the level of confidence and security in the markets is once again crucial.
