In this chapter, we have seen a historical summary of how the protection and guarantee of human rights emerged, once it will be presented from the perspective of human rights, according to the mechanisms of protection of international law, as well as the reasons for which the sobriety of States cannot be invoked as an excuse for the application of rights, is based on the principle of human dignity.
En este capítulo, se hace un recuento histórico de cómo surge la protección y garantía de los derechos humanos, a su vez se plantea desde que perspectiva debería ser observado el concepto de soberanía, en el caso de la aplicación de los derechos humanos, según los mecanismos la protección de derecho internacional, y se exponen las razones por las cuales no se puede alegar la soberanía de los Estados como excusa para la inaplicación de tratados, fundamentado en el principio de dignidad humana.
