Sumario:The penitentiary problem in Latin America stems from the lack of integration of the public policies of criminal and penitentiary security. This situation worsens specially in Colombia because of its armed conflict, which makes the criminal policy design more difficult to make in order to neutralize crime in a more efficient fashion. Therefore it is necessary in the integral question to establish a way to channel and orient new policies that prompt a primary prevention (addressed to the security field and citizens coexistence) and a secondary one (the field of justice in the research process) plus a third one (in the penitentiary field, when dealing with a convict population).
