South Korea, a country that had a level of similar development to that of Colombia toward 1960, started from that time consistent development plans that would have allowed transforming to its economy into a power of half level in the world. Uno de los mecanismos a través de los cuales actúan las finanzas públicas es el plan de desarrollo. Su diseño es de origen keynesiano (los “planes indicativos”) y su financiación también encuentra en esta teoría su sustento, en especial cuando se financia a través del déficit público.
