The purpose of this paper is to present the results of an investigation conducted for the purpose of identifying the elements needed to be taken into account for the special plan for the administrative court congestion which should be developed and implemented in the terms provided in the new code of administrative procedure and administrative litigation have greater chances of a successful implementation based on the objective of evacuating the process pending on the date of its entry into force more than four years after the adoption of the plan.
El objeto de este artículo es presentar los resultados de una investigación adelantada con el propósito de identificar los elementos necesarios que deben ser tenidos en cuenta para que el plan especial de descongestión para la jurisdicción administrativa que debe ser elaborado y aplicado en los términos previstos en el nuevo código de procedimiento administrativo y de lo contencioso administrativo tenga mayores probabilidades de una ejecución exitosa en función del objetivo de evacuar los proceso en trámite en la fecha de su entrada en vigencia a más tardar cuatro años después de la aprobación del plan.
