In this perspective, turns out to be an essential condition upon which conditions the existence and exercise of all other human rights. Since this approach is prescribed, that the right to access water falls within the category of Human Rights, at least as budget or other development rights under international agreements, such as the right to life, health, quality of life , address, privacy, adequate food, among others, for the purpose of ensuring a dignified life El agua es una necesidad humana indispensable para la vida, esencial para vivir con dignidad. Sin agua no hay vida posible. Se trata de un derecho humano personalísimo, urbi et orbi, erga omnes, que debe ser acatado por cualquier sociedad y todo Estado. En esta perspectiva, resulta ser una condición esencial, previa, que condiciona la existencia y el ejercicio de cualquier otro derecho humano.
