Lo anterior buscando aplicar un ejercicio de integración cooperativista en la altillanura de la Orinoquia que repare a las víctimas del conflicto armado y evite la reproducción de políticas basadas en la inequitativa concentración de la propiedad rural. El eje central de la presente tesis busca determinar si: ¿el diseño de un modelo de reparación a las víctimas del conflicto armado que garantice el acceso a la propiedad agraria en la Orinoquia colombiana, permitirá la consolidación de una paz estable y duradera que satisfaga los estándares internacionales de justicia transicional en el periodo 2014- 2015? Actualmente se diputan dos modelos agrarios en Colombia para avanzar hacia la distribución equitativa de la tierra y la paz. La primera plasmada en los inexequibles artículos 60, 61 y 62 de la ley 1450, giraba en torno a la inversión extranjera y a la concesión de grandes extensiones de tierra a poderosos conglomerados económicos. Esto con el objeto de lograr el desarrollo de enormes proyectos agroindustriales que generen empleo, competitividad y formalización del trabajo en el campo, todo aquello con miras a lograr expandir la última frontera agrícola colombiana de cara a los múltiples Tratados de Libre Comercio firmados por nuestro país. Por su parte, la segunda corriente instituida en el artículo 80 de la ley 160 de 1994 y la cual busca garantizar el acceso a la propiedad de los trabajadores agrarios en la altillanura de la Orinoquia mediante figuras cooperativistas. Facilitando la asignación y formalización de títulos a beneficiarios de la ley 1448 de 2011 en extensiones que superen la Unidad Agrícola Familiar, disminuyendo así la competitividad agraria, pero consolidando la propiedad y desconcentración de la tierra. This research will confront the theories that seek to achieve the access of the displaced population to rural property, this in order to extract its essential foundations, in order to build a model that can be applied to the Colombian context. The previous thing looking for to apply an exercise of cooperativista integration in the altillanura of the Orinoquia that repairs to the victims of the armed conflict and avoids the reproduction of policies based on the inequitable concentration of the rural property. The central axis of this thesis seeks to determine whether: the design of a reparation model for the victims of the armed conflict that guarantees access to agrarian property in the Colombian Orinoquia, will allow the consolidation of a stable and lasting peace that satisfies the international standards of transitional justice in the period 2014-2015? Currently, two agrarian models are devised in Colombia to advance towards the equitable distribution of land and peace. The first, embodied in the unlawful articles 60, 61 and 62 of Law 1450, revolved around foreign investment and the concession of large tracts of land to powerful economic conglomerates. This in order to achieve the development of huge agro-industrial projects that generate employment, competitiveness and formalization of work in the field, all with the aim of expanding Colombia's last agricultural frontier in the face of the multiple Free Trade Agreements signed by our country . For its part, the second current instituted in Article 80 of Law 160 of 1994 and which seeks to guarantee access to the property of agricultural workers in the highlands of the Orinoquia through cooperative figures. Facilitating the allocation and formalization of titles to beneficiaries of law 1448 of 2011 in extensions that exceed the Family Agricultural Unit, thus reducing the agricultural competitiveness, but consolidating ownership and deconcentration of land.
