Sumario:The changes of the strategic context, characterized by the rise of non-traditional threats, interdependence, and uncertainty, have encourage changes over defense planning models. Several countries, mainly belonging North Atlantic Treaty Organization (NATO) have advanced from traditional threat-based planning model to new capabilities-based planning model. In the case of Latin America, only a few countries have started this transition, that in addition to responding to transformations in the strategic context, implies numerous requirements and challenges for its implementation.Regarding the different realities that Latin American countries face ¿Are they prepare to face the challenges that capacity-based planning considers? From case of Chile, that has started its transition to capabilities-based planning, it is argued that its implementation requires organizational and budgetary conditions for an effective operationalization, as well as a greater coordination between the different state agencies. Also, it requires a budgetary system in coordination and coherence with the aims and strategies defined in the planning, to ensure the efficient use of the resources allocated.
