Sumario:The appearance of a new phenomenon of violence and terror, different from any other aggressive episode in history, has forced the International Community to develop from the beginning several legal instruments to confront the broad problem of terrorism. In this article, we shall analyze the origins of international cooperation in the matter of terrorism and how the International Community has been forced, in a number of historical moments, to respond to the threats of phenomena based in violence and terror.
