El presente trabajo contiene un análisis sobre la reforma administrativa efectuada al Instituto Colombiano Agropecuario ICA en el 2008, esta es una de las entidades que conforma el sistema nacional sanitario del país, el cual presentaba una debilidad institucional para el cumplimiento de sus funciones y necesitaba una reorganización interna. Se inicia el análisis con una referencia de los principios o postulados de las distintas teorías sobre organización administrativa a partir de las corrientes del gerencialismo clásico y luego se pasa a la Teoría de la Nueva Gestión Pública -NGP-, para entrar a estudiar si fueron introducidos sus fundamentos en la reforma estructural que el Gobierno Nacional de Colombia efectuó al ICA y entrar a determinar si realmente se fortaleció la entidad y a su vez se generó un cambio cultural en la gestión administrativa, produciendo mayor capacidad de servicio y mejor calidad en el desarrollo de las funciones con el objeto de garantizar el cumplimiento de la misión, visión y los fines establecidos en la Constitución y en la ley. The present work contains an analysis on the administrative reform made to the Instituto Colombiano Agropecuario ICA in 2008, this is one of the entities that make up the national health system of the country, which presented an institutional weakness far the fulfillment of its functions and needed a Internal reorganization. The analysis begins with a reference of the principies or postulates of the different theories on administrative organization from the currents of the classic managerialism and soon it is passed to the Theory of the New Public Management -NGP-, to enter to study if they were introduced lts foundations in the structural reform that the Colombian National Government made to the ICA and to determine if the entity really strengthened and in turn generated a cultural change in the administrative management, producing greater capacity of service and better quality in the development of The functions in order to guarantee the fulfillment of the mission, vision and the purposes established in the Constitution and in the law.
